Hawkeye Area Community Action Program (HACAP) has been serving Eastern Iowa individuals in need since 1965, with a mission to help people develop skills to become successful and build strong communities. HACAP offers a variety of services within their strategic initiative areas: Health & Nutrition, Children, Energy Conservation, Veteran Support, Affordable Housing, and Agency Excellence) that assist 72,000 individuals every year with over 325 employees in nine counties.

The Chief Executive Officer (CEO) leads HACAP’s Executive Leadership Team and reports directly to the HACAP Board of Directors. This position provides high level support to HACAP’s Strategic Leadership team members to enhance impact, efficiency, and compliance, confirm excellence in programs, administrative functions, community, state and national partnerships, and ensures alignment with the agency’s mission of helping people develop skills to become successful and build strong communities. The CEO supervises the members of the Executive Leadership Team and other Agency Division Directors as required by funders. The CEO serves as the primary staff liaison to the Board of Director’s and serves as the “face” of HACAP at local, state and national levels, exhibits a strong commitment to the principles of Community Action, a deep familiarity with federal and state programs such as the Community Services Block Grant (CSBG), Low-Income Home Energy Assistance Program (LiHEAP), Head Start, Feeding America Food Bank, Supportive Services for Veterans, HUD Housing, Women’s Infants and Children Nutrition Program (WIC) Weatherization is essential.

Qualifications & Conditions of Employment:

Education and/or Experience: 

  • Bachelor’s degree in public administration, Nonprofit Management, Social Work, Business Administration, or related field; master’s degree preferred.
  • Minimum of 10 years of progressive leadership experience in a nonprofit, human services, or government setting; community action agency or similar organization preferred.
  • Experience working with a Board of Directors.
  • Experience working with a Collective Bargaining workforce and negotiating a contract for that segment of the workforce. • Demonstrated knowledge of Community Action Programs such as CSBG, LiHEAP, Head Start and Weatherization programs, as well as relevant federal and state regulatory environments.
  • Strong financial acumen with experience interpreting and acting upon data.
  • Demonstrated success supervising staff serving in top leadership positions.
  • Excellent interpersonal, leadership, and communication skills with a proven ability to solve complex problems, and build strong, productive relationships with diverse groups of stakeholders,
  • Demonstrated success building and maintaining positive relationships with community organizations, such as United Way, Community Foundations, etc. 
  • Equivalent combination of education and/or experience.
  • The requirements listed are representative of the knowledge, skill, and/or abilities required to perform the job successfully.
  • Computer literacy with Microsoft products is preferred.

Salary range is $155,000 to $165,000 based upon education and experience.

Conditions of Employment: 

  • Current Certified Community Action Professional (CCAP) designation or commitment to obtaining it within 18 months of hire.
  • Valid Driver’s License
  • Valid Car Insurance
  • Receive clearance by the Iowa Department of Human Services on child abuse and criminal records check prior to hire.
  • Receive clearance through National FBI fingerprint check.

  • Promote a collaborative, mission-driven organizational culture.
  • Ability to ensure strict confidentiality of information concerning team members, clients, families, and finances.
  • Flexibility to allow for fulfilling occasional evening and weekend responsibilities.
  • Regular travel to HACAP offices/service locations and partner meetings as needed.
  • Occasional out of area and out of state travel to attend state, regional, and national meetings and training events.
