Safety Manager

The City of Cedar Rapids is looking for a Safety Manager to lead a team of safety professionals and promote a culture of safety across the City. The successful candidate will have considerable experience leading safety programs, administering workers’ compensation, strong technical knowledge, and be a demonstrated relationship builder with staff at all levels of an organization. The Safety Manager reports to the City Manager’s Office and will manage the employee safety program, workers’ compensation, OSHA compliance, medical conservation program, and the associated training schedules. Experience leading safety work in a union environment is beneficial but not required. Possession of safety certification(s) and supervisory experience are desired.

About the Position
This position will oversee a comprehensive Citywide safety and accident prevention program, lead investigations and safety audits, develop training curriculums, administer workers’ compensation working with the City’s third party administrator, oversee CDL compliance, and ensure related recordkeeping in compliance with OSHA and other related regulations.
Position Schedule: Monday-Friday 8:00 am – 5:00 pm
Salary: $97,094 to $135,948 annually depending on qualifications and experience
Successful completion of a pre-employment background check, physical examination (if applicable) and drug screen are required prior to employment with the City of Cedar Rapids.

Examples of Duties / Knowledge & Skills
- Plans, coordinates, and implements a comprehensive Citywide safety and accident prevention program including implementation of safety standards and regulations in accordance with federal, state and City laws, regulations, and policies and procedures.
- Builds collaborative working relationships at all levels of the City and promotes a culture of safety.
- Responds to OSHA record requests and inspections.
- Leads investigations of safety incidents and vehicle accidents to identify root causes, track for audit findings, and ensure timely and complete implementation of corrective actions.
- Oversees DOT compliance including random testing and vehicle accident prevention program
- Manages the processing and investigation of workers’ compensation claims; provides information to City Attorney for evaluation and settlement of subrogation claims.
- Conducts safety audits and field inspections of job sites; recommends proper measures to ensure a safe workplace and work practices.
- Oversees medical conversation program.
- Develops safety training curriculum; coordinates scheduling and tracking with Human Resources; conducts training.
- Monitors workers’ compensation cases and collaborates with Human Resources and third-party administrator to reduce employee lost time.
- Stays current with interpretation of existing as well as new provisions of OSHA and other regulations; revises and updates written programs.
- Supervises the work of assigned personnel, including assigning and reviewing work, providing guidance, and conducting performance evaluations.
- Ensures maintenance of all safety related recordkeeping in compliance with OSHA and other regulations.
- Performs related work as required.
Minimum qualifications & Requirements
Required Education and Experience
- Bachelor's degree in public health administration, occupational safety, industrial hygiene, or related field and
- Seven to nine years of experience in safety and/or occupational health related work or
- An equivalent combination of education and/or experience
- Excellent written, verbal, and interpersonal communication skills
- Proficiency with Microsoft Office
- Ability to work collaboratively with diverse populations
Required Licenses or Certifications
- Valid U.S. Driver’s license
