About the position: .

The Public Services Communications Specialist serves internal City team and external public audiences under direct supervision. The role works collaboratively with department directors to develop, implement and manage communications and marketing strategies and create associated materials. Key to the role is an ability to turn technical engineering concepts into concise, easy-to-understand talking points and written communications. Turn your passion and creativity into critical, strategic communications that resonate with a wide audience.

Develops and manages the marketing and communications strategy for the Public Works, Community Development and Building Services Departments. Creates and delivers direct communications to the public, media, partner organizations, and internal staff.


Position Schedule: Monday-Friday 8:00am-5:00pm
Salary: $62,233.60 annually to commensurate with experience 

Successful completion of a pre-employment background check, physical examination (if applicable) and drug screen are required prior to employment with the City of Cedar Rapids.

Examples of Duties / Knowledge & Skills

  • Develops and implements a data-driven communication strategy
  • Serves as main communications liaison for assigned departments and divisions
  • Provides critical and time-sensitive information and educational materials to residents and media through press releases and other communications strategies
  • Administers social media channels; monitors and responds to inquiries via social media and email
  • Develops documents, presentations, newsletters, magazine stories, website content, letters, etc.
  • Responds to media inquiries and coordinates requests as appropriate
  • Evaluates the effectiveness of the services and programs of the Public Works, Community Development and Building Services departments
  • Coordinates the development of marketing and communications materials such as stories, photos, video, and graphics that promote and support City programs and initiatives
  • Promotes community outreach events and educational activities
  • Performs related work as required

Minimum qualifications & Requirements

Required Education and Experience

  • Bachelor's Degree in English, Communications, Public Relations, Journalism or related fields and
  • One to three years of experience in marketing, media relations, journalism, event planning, communications, or
  • An equivalent combination of education and/or experience
  • Excellent written, verbal and interpersonal communication skills
  • Proficiency with Microsoft Office
  • Ability to work collaboratively with a diverse population
