Right of Way Coordinator

Coordinates right-of-way activities among various stakeholders.

Position Schedule: Monday-Friday, 7:30am-4:30pm

Examples of Essential Duties:

  • Assists citizens, contractors, utility companies and internal staff with all aspects of City right-of-way matters
  • Reviews permit application requests for various work within the City’s right-of-way
  • Facilitates the encroachment process into public right-of-way and/or easements
  • Processes applications for utility service
  • Facilitates the fence encroachment process
  • Performs data entry in associated software systems
  • Researches and gathers data on deeds and legal descriptions
  • Assists with input and issuance of right-of-way permits
  • Performs related work as required

Required Education and Experience

  • Associate’s degree in Real Estate, Engineering Technology, Business or related field and
  •  One (1) to three (3) years of experience working with engineering and survey documents, and/or conducting real estate valuations and transactions or
  • An equivalent combination of education and/or experience
  • Excellent written, verbal, and interpersonal communication skills
  • Proficiency with Microsoft Office
  • Ability to work collaboratively with a diverse population

Required Licenses or Certifications

  • Valid U.S. Driver’s License

Desired Qualifications

  • Experience with public right-of-way activities
  • Customer service experience


Knowledge of:

  • Legal descriptions  
  • Principles and practices of basic utility location, easement and construction
  • Engineering principles
  • Real estate titles and transactions
  • Statewide Urban Design and Specifications standards 

Skills in:

  • Performing a variety of duties, often changing from one task to another of a different nature
  • Reading plan sets
  • Researching and gathering data
  • Utilizing associated software and GIS systems

Ability to:

  • Work cooperatively and develop and maintain effective working relationships
  • Read and interpret engineering and construction plans 
  • Exhibit diplomacy and judgement when working with citizens, contractors, and utility companies
  • Accurately organize and maintain paper documents and electronic files
  • Maintain the confidentiality of information and professional boundaries
  • Prepare accurate and reliable reports
