Manages capital improvement projects and administers the controls and monitors the city wide building automation systems.

Position Schedule: Monday-Friday, 6:30am-3:30pm; Ability to respond to emergencies

Successful completion of a pre-employment background check, physical examination (if applicable) and drug screen are required prior to employment with the City of Cedar Rapids.

Examples of Essential Duties:

  • Analyzes, controls, and monitors building automation systems
  • Analyzes facility needs for short and long-term functionality needs including organizing bid documents, project specifications, budget plans, and prioritizing activities
  • Develops and administers policies and procedures for building needs projects, plans, and programs
  • Evaluates City buildings and structures to determine structural, mechanical, and electrical integrity
  • Serves as liaison to internal and external customers and responds to requests and inquiries concerning programs, policies, timelines and construction, renovation, and maintenance projects
  • Designs and develops plans and specifications for construction, renovation, and maintenance projects
  • Supervises daily activities, including data entry on work orders, receipt reconciling, and payroll entries
  • Supervises the work of assigned personnel, including assigning and reviewing work, providing guidance, and conducting performance evaluations
  • Performs related work as required.

Required Education and Experience

  • Bachelor’s degree from an accredited college or university in Industrial Maintenance, Mechanical Engineering, or a related field and
  • Three (3) to five (5) years of supervisory and project management experience in construction management or building maintenance or
  • An equivalent combination of education and/or experience
  • Excellent written, verbal and interpersonal communication skills
  • Proficiency with Microsoft Office
  • Ability to work collaboratively with a diverse population

Required Licenses or Certifications

  • State of Iowa trade license in HVAC
  • Energy Management Certification within one year of hire
  • Valid U.S. driver’s license
  • Ability to pass NCIC background check

Desired Qualifications

  • Supervisory experience in a union environment
  • Experience preparing bid documents

  • Department of Natural Resources reporting of environmental usages and impacts

  • Troubleshooting
  • Communicate effectively with stakeholders using both technical and non-technical language

Ability to:

  • Read, interpret, and modify blue prints
  • Maintain records of preventative maintenance programs
  • Monitor and report process changes related to projects
  • Work cooperatively and develop and maintain effective working relationships
  • Prepare bid documents
  • Create accurate reports and maintenance plans
