Sewer Utility Program Manager

City of Cedar Rapids

Manages the City’s stormwater and sanitary sewer capital improvement programs.

Position Schedule: Monday-Friday, 8:00am-5:00pm
 

Successful completion of a pre-employment background check, physical examination (if applicable) and drug screen are required prior to employment with the City of Cedar Rapids.

Examples of Essential Duties:

  • Plans, prepares, budgets and monitors annual and 5-year capital improvement program budgets for the sanitary sewer and stormwater funds; prepares and submits grant applications.
  • Coordinates CIP projects with other City departments and serves as the department’s liaison to coordinate activities of the city’s stormwater commission and to respond to media requests concerning CIP projects. 
  • Develops and implements effective policies and standard operating procedures (SOPs) for initiating the functions of the engineering division’s sanitary sewer and stormwater utilities.
  • Develops 28E cooperative agreements with neighboring jurisdictions for regional utility issues.
  • Responds to and resolves complex customer inquiries or complaints regarding drainage, erosion and serviceability.
  • Communicates with operational staff and analyzes geospatial data during major flood events to execute required flood fighting strategies.
  • Develops process improvements based upon interaction with construction staff and contractors.
  • Coordinates with other City departments on the review and improvement of project plans and specifications.
  • Supervises the work of assigned personnel, including assigning and reviewing work, providing guidance, and conducting performance evaluations.
  • Makes presentations to City Council and Council Committees. Develops and delivers presentations and attends meetings, conferences, workshops, and training sessions.
  • Manages and coordinates public outreach efforts on CIP projects during design and construction. 
  • Performs related work as required.

Required Education and Experience

  • Bachelor’s degree from an accredited college or university in Civil Engineering or a related field and
  • Five (5) to seven (7) years of experience in engineering design and specifications, including engineering project management from project conception through construction completion or
  • An equivalent combination of education and/or experience
  • Excellent written, verbal and interpersonal communication skills
  • Proficiency with Microsoft Office
  • Ability to work collaboratively with a diverse population

Required Licenses or Certifications

  • Licensed Professional Engineer in the State of Iowa, or ability to obtain within 6 months if licensed in another state

Desired Qualifications

  • Experience in design and construction of sanitary sewer and stormwater projects
  • Experience with government agency coordination and State and Federal Grant Programs 
  • Organizational leadership and management experience
