Planning & Development Project Manager

Job Information:

Under general supervision of the Planning & Development Department Director, the Project Manager serves as the lead staff person to the Department to facilitate the development and refinement of key departmental products. Examples of key departmental products include: plans; maps; Land Evaluation and Site Assessment (LESA) analyses; permit application forms; handouts; grant compliance reports; monthly and annual reports; and work plans. The Project Manager helps keep departmental projects organized and on schedule, and coordinates tasks between other departments and Planning and Development staff.

The Project Manager helps align departmental products with strategic and customer outcomes by working closely with customers of departmental products to identify desired and undesired outcomes; helps identify departmental desired and undesired outcomes; and develops and assesses objective metrics, or performance indicators, to measure success toward meeting outcomes. The Project Manager helps develop new, or redesign existing, products to achieve desired, and avoid undesired, outcomes; helps design and develop products with characteristics that our customers want, while meeting product characteristics that the Department wants.

The Project Manager helps design product acquisition processes that meet both the Department’s customers and the Department’s requirements.  Develops and facilitates the refinement of key departmental products. Develops project work plans and tracks progress toward established benchmarks; analyzes data in support of project work plans, including Lean Transformation Projects. Manages Geographic Information System (GIS) applications development and provides mapping & spatial analyses in support of department projects and case management. Performs LESA analyses.

Compiles metrics regarding key performance indicators and other measurements of progress toward planning initiatives and strategic goals. Prepares and publishes Planning & Development Annual Report. Assists as needed with public information and promotes customer satisfaction. Provides assistance to the Planner positions; acts as backup administrator to BS&A permit software.  Monitors compliance to grant reporting requirements. Coordinates projects involving building and zoning divisions within the Department. Prepares reports, memoranda, letters, and other written correspondence.  Performs other duties as required or assigned.



Associate’s degree required. Three (3) years of work experience in planning, zoning, or building-related positions at progressively more difficult and responsible tasks. Three (3) years of experience in the operation of Geographic Information System data – specifically ESRI software. Two (2) years of experience in customer satisfaction requiring an understanding of complex and varied processes, and exercising independent decision making. Ability to align departmental products with strategic and customer outcomes.

Ability to integrate customer priorities with departmental strategic objectives, existing change initiatives, performance measures, innovation, product design, and employee engagement. Ability to work with, plan, and coordinate with all staff. Ability to make decisions in accordance with laws and ordinances and established procedures. Demonstrable ability to use GIS mapping to create maps; thorough knowledge of a variety of methods, materials, and procedures in GIS and basic knowledge of database structures. Ability to handle and prioritize multiple projects and tasks and to work in a team environment. Ability to read, comprehend and explain zoning and building terminology and concepts. Ability to establish and maintain effective working relations within the Department, with other City and County Departments, with elected and appointed officials, boards, commissions and the general public in person and in writing.  

Ability to use Smartsheet or other project management software.  Valid Iowa Driver’s License required. Must pass a County physical examination which includes a drug test after offer of employment. Must successfully complete Intermediate level Word and Excel tests administered by the Human Resources Department.  Regular work attendance required.

SHIFT:                              8:00 a.m. - 5:00 p.m.  Monday – Friday


SALARY:                         $24.55/hour
