Job Information:

The University of Iowa Parking & Transportation Department is currently seeking a qualified Project Manager. This position manages project development for the Department of Parking and Transportation. Parking and Transportation supports the University' s broader mission of academics, research and services by providing access to the campus for patients, visitors, students, and employees. Access is provided by offering parking through its approximately 16,000 parking spaces, access to transit service, lease and daily rental fleet vehicles, and commuter programs. Each year Parking and Transportation expends a large percentage of its gross revenues on capital improvements for Parking and Transportation structures/systems. That investment includes new ramps and surface lots, facility renovations and expansions, acquisition of parking control and other equipment, and literally hundreds of repairs to the physical infrastructure of Parking and Transportation structures/systems. This manager is responsible for developing multiple projects and managing them to completion. A high percentage of projects will be capital in nature, but not all. Some design and construction meetings, inspections and issues will require night and weekend attention.

Duties and Responsibilities:
· Work with the various Parking and Transportation unit managers and director in developing, implementing, and managing projects related to those units.
· Monitor and report on project progress, schedule, and budget for all projects.
· Develop specifications and prepare estimates and budgets for numerous small to complex projects.
· Coordinate efforts of architects, engineers or contractors during developmental and design phases for major projects. Review the means and methods of construction, and the installation of equipment and structures in reference to compliance with the needs of the department and all relevant guidelines and regulations.
· Review plans, resolve technical problems and provide field over sight during construction. Ensure that final product complies with plans and specifications of original design.
· Represent the department at design, review, pre- bid, pre-construction and construction progress meetings.
· Manage construction projects: liaison to consultants, engineers, contractors and staff during projects involving the construction, renovation, or improvement of parking ramps, garages, lots, streets and roads, habitable structures, equipment and systems.
· Establish the annual sub-contracted program of facility renovation, expansion, reconstruction, overlays, sealing repairs and replacement.
· Represent the department in non-departmental and non-UI projects that affect departmental operations.
· Provide project updates / presentations about internal and stakeholder projects at staff and other departmental meetings as needed.
· Explore the use of new products and methods.
· Develop and monitor department-wide capital budget.
· Develop specifications for capital projects.
· Identification and implementation of process improvements

Sample Projects for "sense of job" purposes:
  • Development and management of implementation project for Parking Access and Revenue Control System including infrastructure requirements, server set up, equipment installation, training program and inventory control.
  • Annual parking ramp preventative maintenance project.
  • Writing specifications for mobile radios used by Cambus, Fleet Services, and Parking.
  • Manage Fleet Services and Cambus capital and non-capital projects.
  • Implementation of a Pay-by-Cell Phone/App program on campus. Coordinating and managing work by vendor and University of lowa.
  • Annual surface parking lot preventative maintenance project.
  • Identifying, via routine walks within our facilities, capital improvement and upgrade needs.
    Required Qualifications:
  • A Bachelor's degree or an equivalent combination of education and experience is required.
  • 1-3 years, of project management experience is required.
  • 1-3 years, experience in managing multiple projects concurrently
  • Excellent written and verbal communication skills are required.
  • Must be proficient in computer software applications including Microsoft Office Suite.
    Desired Qualifications:
  • Capital and non-capital project management experience.
  • Project Management Professional (PMP) certification, or other professional project management certification.
  • Experience with parking facility preventative maintenance.
  • 3-5 years of project management experience.
  • Project Development Experience.
