Minimum Qualifications: BA/BS in a Human Services discipline and at least three years experience working with persons with developmental disabilities or a combination of education and experience, which totals six years. Combination of management and supervisory experience which totals to at least four years. Administrative experience is highly desirable. Excellent verbal and writing skills are a necessity.

Other Qualifications: A valid driver's license and a driving record acceptable from a risk management perspective is required. Strong communication and time management skills and the ability to maintain strict confidentiality are essential. Skilled in leadership; coaching and counseling of subordinate employees; assessing needs and evaluating the usefulness or suitability of resources; oral and written communication; interpersonal relations as applied to contacts with referring parties, agency staff and various other agencies in the community. 

Position Summary: The Program Administrator SCL reports directly to the Director of Supported Community Living, and is responsible for management of the supported living services in Iowa City and surrounding areas. This includes but is not limited to, program quality assurance and compliance, personnel management, and various administrative tasks.


Primary Responsibilities:

ADMINISTRATION

  1. Coordinates and manages program operations while ensuring compliance with regulatory requirements.
  2. Ensures that department billing is completed monthly by the respective deadlines for each type of service. 
  3. Ensures continuous quality improvement of individualized programs and services.
  4. Participates in internal or external committees or groups that advance the mission and vision of the agency.  
  5. Works with support divisions to ensure recommendations are implemented in a timely manner.

SERVICE PROVISION

  1. Assures that all direct reports are directing inter-disciplinary teams to advocate for services consistent with the mission and philosophy of the agency.
  2. Assures staffing levels are appropriate for the services and actual staffing is in compliance with agency quality standards.
  3. Assures that the service needs of each individual are monitored and satisfied as defined by the interdisciplinary team.
  4. Periodically reviews service plans and documentation for quality and ensures files are kept current, organized and maintained in accordance with agency policies and procedures, accrediting standards and funding regulations.
  5. Assures that SCL locations are in good condition, environmentally safe and meets agency standards for cleanliness.

SUPERVISION AND STAFF DEVELOPMENT

  1. Supervises assigned department personnel. This includes the following responsibilities, but not limited to: hiring, evaluating, training, scheduling, ensuring accuracy, timeliness, and the completion of all work performed by direct reports. 
  2. Attends and actively participates in supervision and team meetings.
  3. Educates and trains direct reports on all department and agency policies and procedures. 
  4. Meets with assigned staff on a regular basis to identify and resolve problems; manage projects, and review work processes and procedures.  
  5. Participates in assigned meetings, professional development, and training as required.
  6. Identifies and promotes internal and outside training for staff in the Iowa City and surrounding areas.

POSITION AND ENVIRONMENTAL CONTEXT VARIABLES

  1. The position requires the performance of tasks requiring visual, manual, communication, analytical and supervisory abilities within an independent work setting.
  2. The position requires the performance of tasks in an atmosphere of constant interruptions and distractions.
  3. Represents the organization in many different forums. Professionalism in actions and decorum as well as appropriate representation of the agency is expected.
  4. Assists in preparing and presenting training to the staff for subjects related to the responsibilities of the department; e.g. payroll, vouchers, etc.
  5. The position entails a high degree of accountability and consequence of error. Is responsible for money, agency assets, equipment and personnel. Errors in decisions and work tasks can result in severe consequences to the department and the agency.
  6. This is a full time, salaried exempt position with normal office hours of 8:00 am until 4:30 pm. It is not unusual to work outside of the normal office hours.
