The Human Resources Manager directs the administrative and operational HR functions for all divisions within the Patient Financial Services department. Implements programs designed to provide a safe and inclusive work environment. Assures compliance with applicable laws, regulations and policies. Enhances the operations of UI Health Care Human Resources by providing advice and support to the unit leadership and employees.

Key Areas of Responsibility:

Communication: Prepare and disseminate information across select or all units within the department. Participate in departmental management meetings, present updates pertaining to HR policies, procedures and/or activities. Communicate with managers and front-line supervisors to assess the work environment. Take measures to assure a healthy work environment and positive employee morale.

Compensation: Conduct workforce and market analyses. Participate on the departmental salary review committee to maintain departmental pay plans. Conduct job evaluations and review requests for career advancements, promotions and shifts. Make programmatic recommendations to department leadership and UI Health Care Compensation/Classification to assure the department is competitive in recruiting and retaining high performing employees.

Compliance with Policies, Laws, and Regulations: Provide leadership to the PFS management team in the interpretation and enforcement of human resources laws, regulations and policies. Collaborate in investigations regarding alleged infractions. Assess findings and recommend appropriate corrective action.

Consultation: Provide leadership for developing and implementing HR programs and processes. Initiate, design and conduct presentations tied to performance and human resources issues.

Diversity, Equity and Inclusion (DEI): Strive to provide a cohesive and inclusive working environment where all aspects of human differences are acknowledged and appreciated. Provides educational opportunities for employees to identify and overcome their own implicit bias, microaggressions and blind spots related to diversity.

Human Resources and Financial Management: Maintain adequate HR staffing to ensure the department’s HR needs are met timely, efficiently and effectively. Train/mentor HR support staff to assure they are competent and in tune with th e needs of the department’s workforce. Provide and oversee educational/internship opportunities within the HR function.

HR Transactions and Maintenance of Employee Information: Review, edit, approve/deny departmental transactions. Develop and implement processes to maintain confidential personnel records and reports. Perform audits to assure completeness and accuracy of information.
Leave Management: Collaborate with UI Health Care Office of Leave and Disability Administration to administer leaves of absence related to FMLA, ADA, Worker’s Compensation or other reasons and to provide information/clarification in response to questions from management and employees.

Performance Management: Ensure planning, monitoring and appraisal of employee performance by advising and training managers to coach, correct and as necessary, discipline employees. Assure due process and consult with managers to bring resolution to difficult performanc e and behavior issues.

Reward and Recognition: Ensure that managers are effectively using existing recognition programs, including spot awards. Encourage managers to be creative and spontaneous in recognizing good performance.
Strategic Planning and Development: Work closely with the department’s associate directors and the AVP to develop and implement strategies designed to enhance the strength and performance of the department’s workforce.

Talent Acquisition and Onboarding: Implement recruitment strategies to ensure staffing needs are met. Coordinate onboarding to assure newly hired employees are effectively introduced and welcomed to the department and the university. Maintain contact with and survey newly hired employees to assure their workplace needs are being met. Make recommendations as needed to assure the needs of newly hired employees are met.

Position Qualifications:

Education Required
• A Bachelor’s degree in Human Resources Management, Organizational Behavior, or a Business Administration related discipline.

Required Qualifications (All at an Extensive level proficiency unless specified)
• Considerable (3-5 years) human resources management and supervisory experience.
• Excellent written and verbal communication skills (one on one and group presentations).
• Demonstrated knowledge of human resources laws, regulations, practices, principles, processes and directives.
• Demonstrated commitment to diversity and ability to work effectively and collaboratively within a multi-disciplinary team
• Previous experience supervising staff
• Demonstrated ability to foster a positive work culture

Desired Qualifications
• Master’s Degree in Business Administration or an equivalent combination of education and experience
• Demonstrated analytical skills and success making recommendations to resolve identified issues.
• Experience conducting investigations and recommending corrective/disciplinary actions.
• Experience with the design and delivery of management development/training materials.
• Demonstrated proficiency using computer software applications and query tools.
• Prior health care human resources management experience.
