Human Resources Analyst

Performs a wide variety of technical, administrative and clerical duties relating primarily to the review and processing of confidential employee records, including entering, maintaining, auditing, and processing information and reports, while adhering to policies, procedures and programs of the City.

Position Schedule: Monday-Friday, 8am-5pm
Salary: $56,472.00/annually to Commensurate

Successful completion of a pre-employment background check, physical examination (if applicable) and drug screen are required prior to employment with the City of Cedar Rapids.


Examples of Essential Duties:

  • Maintains the personnel action forms for all employee changes, including new hire/rehire, termination/retirement, organizational changes, work location changes and salary changes in multiple systems
  • Analyzes manager, HR and payroll requests to determine required action and needed system updates
  • Audits data entry and personnel action forms daily to review data accuracy and timeliness of approvals
  • Works effectively with the Payroll team and HR counterparts with a focus on timeliness and accuracy. Supports a positive relationship and dedication with payroll, employees and managers
  • Provides guidance to Payroll and management on job changes and necessary adjustments to maintain accurate and timely employee records including compliance with applicable bargaining contracts or personnel policies
  • Processes monthly step increase reports and routes to timekeepers
  • Prepares and processes tuition reimbursement, benefit file transfers, leave transfers, leave accruals, and longevity payments
  • Performs performance management reporting, tracking, and processing
  • Creates and prepares human resources metrics and dashboard reports for management
  • Maintains security for and issuance of all employee badges 
  • Recognizes and implements process improvements and assists with new or upgraded system implementations
  • Performs related work as required

Required Education and Experience

  • Associate’s degree from an accredited college or university in Human Resources, Business, Computer Science, Mathematics, or a related field and
  • Minimum 3 years human resources experience including experience in HR data processing, HR reporting, HRIS systems, and interpretation of contracts, policies and procedures or
  • An equivalent combination of education and/or experience
  • Experience with electronic workflows, ad-hoc reporting and analytics
  • Advanced proficiency with Microsoft Excel, Microsoft Word, Microsoft Outlook, and HRIS systems 
  • Excellent written, verbal and interpersonal communication skills
  • Demonstrated experience learning and assisting with the implementation of new technical and/or software systems
  • Ability to work collaboratively with a diverse population

  • None

Desired Qualifications

  • Proficiency with Adobe Pro and creating fillable forms
  • Bachelor’s degree in related field


Knowledge of:

  • City policies, union contracts, and employee benefits
  • HRIS systems

Skill in:

  • Performing a variety of duties, often changing from one task to another of a different nature
  • Time management with multiple competing priorities
  • Administering and analyzing data and data change impacts

  • Accurately organize, coordinate and maintain a wide variety of materials , schedules, support, paper documents and electronic files
