Treasury Operations has overall responsibility for administering and overseeing University banking, cash management and investment services.  

Reporting to the University’s Chief Financial Officer and Treasurer, this position provides leadership and oversight for the fiscal and administrative activities of the Office of Investments and Treasury Operations.  Works closely with the Regent’s investment advisor to ensure University funds are invested in accordance with University and Board of Regent policies.  Directs University banking activities to meet the day-to-day cash requirements of the University and forward liquidity requirements.  Serve as transfer and registration agent for University outstanding debt.  Manages centralized campus billings and collections, and monitors university-wide lock box and cash depositing activity.  Responsible for servicing and collections of student loans and outstanding receivables.  Supervises the campus ID Card program.  The successful candidate must:  embrace diversity and exhibit collaboration skills; be results driven; exhibit and espouse to excellent service, focusing on the customer.
 
Treasury Operations Duties Include:
  • Plans, directs and coordinates the University's banking and cash management programs in accordance with University and Board of Regent policies.
  • Manages the University's operating fund assets.
  • Maintains working relationships with Board-approved investment advisor, fund managers, brokerage firms and banks, other Regent Institutions, the UI Foundation and other Big Ten universities with regard to banking and investment issues, products, and services. Maintains working relationship with Board office and collaborates with Regent Institutions on all investment and banking matters.
  • Monitors endowment and gifts activities for compliance with donor restrictions and maintains official records and appropriate documentation of all endowments, gifts and related accounts.
  • Manages University obligations as paying, transfer and registration agent for $1.2 billion in outstanding Board of Regent bonds issued on behalf of the University of Iowa. Responsible for investment of all Board of Regents and UI Facility Corporation bond accounts including construction, sinking funds & reserve balances.
  • Manages University banking activities in accord with University and Board of Regent policies to meet the day-to-day cash requirements of the University.
  • Establishes accounts and service contracts, and maintains processing controls and cost controls over University bank, trust, and money market accounts as well as specialized treasury services such as ATM's, lockbox cash collections, and credit card processing.
  • Manages campus centralized billings of $575 million and associated collection systems, including billing and collections for student fees and tuition. Oversees $1.5 billion in departmental cash depositing activity including transport, reconciliation, and general ledger recording of cash deposits. Manages the disbursement of $375 million in student financial aid in accordance with University financial aid decisions.
  • Manages servicing and collections of 11,000 student loans with an outstanding receivables balance of $32 million. Provides due diligence and administration of student loan program in accordance with federal loan program regulations and third party fiduciary requirements.
  • Awards and monitors external loan and collection service providers.
  • Supervises the UI ID Card program which provides all students and faculty/staff with electronic access to facilities and academic services across campus ID Card operations include the issuance and database management for all students and faculty/staff and the data exchange with the UIHC for identification and charging privileges. In addition, the functionality and importance of the ID card has expanded to include banking privileges with the Ul's on-campus banking vendor as well as electronic door access provisioning requiring the production and distribution of a new proximity-integrated Iowa One card solution for UI students, staff and faculty.
  • Provide administrative and operational oversight of UIHC Badge/Iowa One Card Center making Treasury Operations fully responsible for all ID Card issuance and oversight on campus.
  • Plans and directs the university's credit card merchant services program including compliance with the payment card industry standards over credit card transactions. Treasury Operations staff work closely with the University Chief Information Security Officer to establish strong internal controls and implement industry best practices over credit card transactions.

Investment Duties Include:
  • Director of Investments works closely with the Regent's investment advisor and is responsible for the investment performance and the management of the University's investments in accord with University and Board of Regents policies.
  • Working with the Chief Financial Officer (CFO) and independent consultants, the Director of Treasury Operations develops policies and recommends investment strategies and initiatives for the University's investment programs.
  • Working through direct reports, the Director of Investments oversees key aspects of the program including internal asset management, external asset management, portfolio rebalancing, risk management, due diligence and compliance.
  • Establishes the meeting agenda and chairs regular meetings of the University's Investment Steering Committee and the university-wide Advisory Committee.
  • Regular reports on status and review of key decision points on investment program with the University Investment Steering Committee.
  • Serves as a principal resource and advisor to the Board of Regents Investment Committee. Also informs and receives input from the Faculty Investment Advisory Committee on all aspects of investment policy.
  • Meets with the Board Office staff as necessary to communicate investment strategy, initiatives, performance, and other appropriate matters. Maintains open and constructive relations with the Board Office.
  • Brings innovative investment opportunities to the Investment Steering Committee for evaluation (e.g.: private equity and real assets, bank loan portfolios, and global infrastructure partnerships) and when adopted provide due diligence and monitoring directly as well as through third parties.
  • Engage the Regent's investment advisor as necessary for services to guide investment decision-making for the portfolio.
  • Director of Investments represents the University as its ambassador and liaison to external constituencies on investment-related issues.
  • Reviews and monitors portfolio risk characteristics and compliance with investment guidelines.
  • Monitors asset allocation and implements re-balancing actions in accordance with the investment policy and advice of Regent's investment advisor.
  • Partners with CFO to ensure the success of the Investment program. Through regular reports on the strategic direction of the program, progress toward strategic initiatives, investment performance, risk management and compliance with policy and guidelines, keeps the CFO and senior leadership apprised of key investment activities.
  • Coordinates activities with the independent consultant(s) and fund managers, maintaining open communication and constructive relations.
  • Manages the University's endowment and quasi-endowment assets including investment of all UNI endowment funds and much of UNl's operating funds. List approximately 5-10 detailed job responsibilities
  • Manage Investment of Many University affiliated organizations (e.g.:  UI Research Foundation, Iowa Measurement Research Foundation, IMMC, etc.)

Requirement:
  • Master’s degree in Finance, Accounting, or a related area or equivalent combination of education and experience.

Experience Required:
  • At least 7 years related experience in areas such as banking, cash management and investment services
  • Proven knowledge in areas of internal financial controls, workflow processes, and critical thinking
  • Demonstrates expert written, verbal and interpersonal communication skills
  • Proficient in Microsoft Office suite of computer applications
  • Demonstrated experience promoting a diverse workforce, with the ability to work with staff at all levels of an organization, demonstrated ability to collaborate with customers with excellent relationship skills.  

Desirable Qualifications:
  • Master’s degree in Business Administration, Finance, Accounting, or related area and 10 years of related experience
  • Experience in higher education
  • Management experience required to lead department, including management of staff performance and development, team building and communications, resolution of issues and conflicts, review and approval of work, and hiring and training employees
