JOB POSITION: County Director

ISU Extension and Outreach Linn County recently developed a strategic plan to guide our priorities for the next 3-5 years. The following strategic directions were identified: Cultivating strategic partnerships, expanding our reach, demonstrating impact, and empowering staff and volunteers. The Linn County Director will lead staff and council to further refine initiatives and goals, and to coordinate implementing actions that will enable ISU Extension and Outreach Linn County to successfully support Linn County residents through research-based education, information, and resources.

POSITION DESCRIPTION: Under the direction of the Extension Council, the County Director will work to carry out the Land Grant Mission of Iowa State University and of Iowa State University Extension and Outreach.  Provides leadership and oversight of the county office and staff. Implements a county plan of work that focuses on stakeholder education and engagement. Serves as the council representative and face of Extension in the community on behalf of Iowa State University Extension and Outreach.

TERMS OF EMPLOYMENT: Full-time Salaried (Exempt); Normal business hours with regular night and weekend hours and occasional overnight travel. Documented mileage reimbursed. The County Director is an employee of the Linn County Agricultural Extension District.

QUALIFICATIONS:

  • Bachelor’s Degree in a career field related to Extension programming
  • 3-5 years’ experience managing, supporting, and supervising staff
  • Demonstrated strong leadership and interpersonal skills 
  • Experience working with the public, community groups, and partnerships
  • Experience with budgets & financial reporting
  • Content knowledge in at least one field: agriculture and natural resources, human sciences, youth development, community and economic development
  • Strong written and oral communication skills
  • Computer, organizational, and problem-solving skills
  • Possession of a valid driver’s license and access to reliable travel with proof of vehicle liability coverage
  • Ability to work without direct supervision

PREFERRED QUALIFICATIONS:

  • Master’s degree 
  • Additional management experience
  • Prior experience with ISU Extension and Outreach
  • Contract and grant writing experience
  • Experience working cooperatively with boards and diverse groups
  • Experience with public relations and/or marketing

RESPONSIBILITIES:

  1. Support and promote Iowa State University Extension and Outreach (ISU Extension) and Linn County Extension by communicating with, and providing leadership to community groups and partners in the following ways:
    1. Work closely with the Communications & PR Director
    2. Interface with elected local, county, and state representatives and Government agencies to promote ISU Extension and Outreach
    3. Promote partnerships to deliver and expand programming 
    4. Work with the Regional Director to ensure all legal requirements are met and to enhance local programming
    5. Provide leadership for county strategic planning / implementation and program planning based on local needs
  2. Communicate and apply established personnel policies, coordinate the supervision of support staff, establish and enforce office procedures reflecting a high standard of professionalism while creating and maintaining a positive workplace culture.
    1. Coaches, mentors, and develops staff
    2. Role models best practices in customer service, public relations, and conflict resolution.
  3. Prepare and/or ensure the timely preparation and submission of required reports in accordance with local policies and Iowa Code, including:
    1. An annual budget to the Finance Committee, in cooperation with Extension Council, and with advice and guidance of the Regional Director
    2. Documentation of program usage and effectiveness
    3. Monthly account reconciliation and budget financial information for the Extension Council meeting
  4. Work cooperatively with Extension Council to develop and deliver services in the following ways:
    1. Develop meeting agendas in cooperation with Extension Council Chair 
    2. Attend monthly Extension Council meetings
    3. Manage requirements of Iowa Codes relevant to Ag Extension districts including open meetings law 
    4. Act as liaison between county staff, ISU Extension personnel and the Extension Council 
    5. Keep Extension Council and Regional Director informed about county programs and concerns
    6. Along with staff, implement and reevaluate long-term strategic goals with Council 
  5. Develop programming and pursue various funding sources for support, by doing the following:
    1. Seek and secure funding sources from grants and corporate sponsorships
    2. Develop strategies to promote and train volunteer networks to support programming
    3. Work to provide programming for urban, rural, diverse, and underserved populations in Linn County
    4. Evaluate and report outcomes and impacts to councils, stakeholders, and ISU Extension and Outreach
  6. Perform other duties as assigned by the Extension Council and Regional Director

SUPERVISOR: Regional Director 

REPORTING: Reports directly to and receives direction from the regional director with input from the Linn County Extension Council
