The Benefit Manager is responsible for administration of employee benefits in all system operations. As needed, provides special guidance and assistance to all affiliates on various employee benefit plans. Facilitate participation in industry surveys and/or community to determine system’s competitive position in employee benefits. Develops, recommends, and installs approved, new, or modified plans and employee benefit policies, and supervises administration of existing plans. Develops cost control procedures to assure maximum coverage at the least possible cost to company and employee.  

Responsibilities

Leadership

  • Supervise team of benefits analysts that administers employee benefits programs such as medical plans; term life insurance plans; temporary disability programs; and accidental death policies, special and unique benefits. 
  • Manage team of benefits analysts who evaluate and compare existing benefits with those of other like employers by analyzing other plans, surveys, and other sources of information. 
  • Manage benefit team to ensure achievement of organizational and departmental goals through organizing, implementing and monitoring processes.
  • Ensure assigned function(s) in the Department are performed in accordance with federal, state and/or affiliate requirements.
  • Responsible for monitoring and recommend adjustments to department practices to ensure compliance with applicable certification, licensure, and accreditation requirements.
  • Schedule and monitor new staff orientation and ongoing education for successful job performance.
  • Conduct annual performance appraisals for assigned team members.
  • Ensure departmental policies and procedures and job descriptions are current.
  • Monitor FTEs, operational and capital budget for the department.
  • Investigate budget variance and initiates corrective actions when necessary.
  • Provide guidance to the organization on matters related to protected health information management.
  • Create a work environment and develop team members by motivating, mentoring, coaching and providing guidance to team to deliver high quality, cost effective services. Facilitates the ongoing learning, well-being, engagement and development of staff through training, work assignments, increased responsibility, and mentoring.
  • Stay apprised of leading benefit practices for implementation within UPH.
  • Provide direct supervision and leadership to staff to ensure effective, efficient operations, optimizing performance and continually improving quality in a vastly changing health care environment
  • Present data, strategies, and progress towards goals in various governance management forums.
  • Develop procedures and policies for the operation of department, process and team members.
  • Maintain regular and consistent communication with direct reports, Director, and administration
  • Share concerns with and/or escalate team issues to the Executive Director of Total Rewards as appropriate
  • Establish, fosters and maintains positive relationships with team members, other departments, UPH departments and external customers.
  • Perform other duties, as assigned. 

Benefit Program Development and Coordination

  • Develop specifications for new plans or modifies existing plans to maintain company's competitive position in labor market, and support moving affiliates to common system benefits. 
  • Identify enhancements to benefits and work with team to develop financial impact of recommendations
  • Recommend classes of eligible employees for new or modified plans.
  • Develop census data and solicits insurance companies for quotations.
  • Evaluate quotations and makes recommendations to management. 
  • Manage renewals, service level agreements and compliance.  
  • Develop company cost information for new plans and makes recommendations to management concerning sharing of cost between employer and employee. 
  • Coordinate open enrollment and the implementation of approved new plans and changes by assisting in the preparation of announcement material, booklets, and other media for communicating new plans to employees. 
  • Ensure team conducts employee meetings and arranges for enrollment of employees in optional plans.
  • Responsible for developing team members to be able to advise and counsel management and employees on existing benefits. 
  • Ensure team updates SPD’s and distributes according to the regulations.
  • Prepare and execute, with legal consultation, benefit documentation such as original and amended plan texts, benefit agreements and insurance policies.
  • Responsible for the communication to insurance carriers, trustees, and other administrative agencies outside the company to effect changes in benefit program. Ensure prompt and accurate compliance. 
  • Assist in development of company bargaining proposals for employee benefits and analyzes union benefits demands. Obtain and prepare cost data for company and union proposals and final settlements. 
  • Ensure company compliance with provisions of Employee Retirement Income Security Act and the Affordable Care Act through supervising preparation of reports and applications required by law to be filed with federal and state agencies, such as Internal Revenue Service, Department of Labor, insurance commissioners, and other regulatory agencies.
  • Review and analyze changes to state and federal laws pertaining to benefits, and reports necessary or suggested changes to management.
  • Coordinate system benefits, with government sponsored programs. 
  • Assure that existing and new benefit programs are adaptable to standardized computer and reporting systems. Develops benefit information and statistical and census data for actuaries, insurance carriers, and management. 
  • Handle escalated benefit inquiries and complaints to ensure quick, equitable, courteous resolution. Maintains relationship with insurance companies and the service center to facilitate proper and complete utilization of benefits for all employees. 
  • Supervise maintenance of enrollment, application, and claims records for all benefit plans. 
  • Partner with other leaders of Total Rewards team to ensure holistic approach to Benefits leadership

Qualifications

Education:

  • Bachelor's Degree

Experience:

  • Five (5) years of experience in benefits administration, analysis and strategy, or any appropriate combination of education and experience, some of which includes Benefits leadership experience.

License(s)/Certification(s):

  • Certified Benefit Professional (CBP) or Certified Employee Benefit Specialist (CEBP) preferred

Knowledge/Skills/Abilities:

  • Excellent verbal and written communication skills required.
  • Strong management, leadership and collaborative skills required
  • Knowledge of benefits compliance (ACA, HIPPA, ERISA).
  • Knowledge of federal and state employment regulations for benefit and wellness plans
  • Knowledge of personnel practices and theories.
  • Ability to take initiative and exercise independent judgment, decision making and problem-solving expertise.
  • Knowledge of general computer system applications and experience with Microsoft Office software applications (i.e. Word, Excel)
  • Strong customer service skills.
