The Associate Vice President for Emergency Management and Public Safety serves as the principal administrator in planning, directing, and managing the comprehensive campus safety, general security, and emergency preparedness services for all components of Kirkwood Community College. Reporting directly to the Vice President of Facilities and Security, the Associate Vice President for Emergency Management and Public Safety will assume a wide range of responsibilities including the general oversight of Kirkwood's Campus Security Department, contract security personnel, emergency management initiatives and will serve as the college's Ambassador for all safety, security, and emergency preparedness initiatives, and will work closely with key strategic college, local, county, state, and federal partners.

  • Directs the administration, planning and organization of the safety, security, and emergency management services which includes campus public safety operations, and emergency preparedness.    
  • Works with individual safety, security, and emergency management unit leaders to develop rules, regulations, policies and procedures that govern the operations of each unit.    
  • Advises the "Cabinet" on situations relative to emergency conditions not governed by established policies and procedures.    
  • May serve in a variety of incident command positions.    
  • Works collaboratively with key college and community stakeholders on campus public safety, security and emergency preparedness initiatives.    
  • Analyzes current operations and services and oversees the development of key priorities for optimizing these services to meet the safety, security and emergency management demands of stakeholders.    
  • Oversees the development of the College's emergency preparedness, management and business continuity programs.    
  • Oversees the development and delivery of emergency management and business continuity exercises, drills and training courses.    
  • Oversees the development and maintenance of the college's written emergency management plans, policies, and protocols, in accordance with the National Incident Management System (NIMS).    
  • Oversee contractual services and assignments related to emergency management and security.    
  • Create partnerships with emergency management and response stakeholders within the community to facilitate plan development.    
  • Provide leadership and direction to the college's Public Safety & Emergency Management Teams    
  • Perform other duties and responsibilities as assigned.

Position involves working in an office setting. Occasional (10-33%) standing, pushing, pulling and grasping. Frequent (34-66%) reaching and viewing a computer and other types of close visual work.  Constant (67-100%) sitting, walking, repetitive motion, talking and hearing. 
  • Bachelor's degree in an emergency management or related field.    
  • Minimum of 5 years of recent and relevant full time work experience in public safety, disaster planning or emergency management.    
  • Experience in the National Incident Management System and the Incident Command System or any equivalent combination of education, training and experience.    
  • Knowledge of strategic planning, leadership technique, and coordination of people and resources.
  • Experience with risk assessment and mitigation, security systems and technology and public safety communications.    
  • Experience and/or ability to learn and confidently navigate a variety of specific software solutions as well as business-related office software, such as Microsoft Office Suite.

  • Master degree in an emergency management or related field.    
  • 5 years of recent and relevant full time work experience in public safety, disaster planning or emergency management in a college, university or similar campus setting.    
  • Prior experience in a higher education setting.    
  • NIMS certification and/or other emergency preparedness certification such as Certified Protection Professional (CPP) or Certified Emergency Manager (CEM).    
  • Extensive knowledge of campus crime prevention, 21st century policing, physical security, emergency preparedness, incident command, Title IX and the Jeanne Clery Act.    
  • Proven success in working with stakeholders with diverse backgrounds, including students, parents, faculty and staff at the college.    
  • Proves success in the recruitment, development, and retention of diverse workforce unit.
