Linn County Human Resources has an opening for a Human Resources Recruitment and Engagement Coordinator.

Responsibilities Include:

  • Administers recruitment and onboarding activities including applicant screening, assisting departments with interviewing, selecting of candidates, onboarding, new hire orientation, employee development and engagement. 
  • Coordinates trainings, projects and activities related to Linn County Customer Centered Culture (LC3) and serves as the communication liaison to employees. 
  • Functions as a human resource generalist and provides project management and administrative support for human resources and county customer satisfaction efforts.
  • Helps identify, revise and align department products with department and county strategic outcomes and work with other HR staff to develop metrics for measuring success in meeting outcomes. 
  • As assigned, work may include screening applications; coordinating training sessions; tracking information such as training attendance, key performance indicators, recruitment statistics; preparing reports; communicating information to employees; and maintaining databases and web documents.
  • Performs difficult clerical/secretarial and accounting tasks requiring responsible decision making in accordance with established policies and procedures. 
  • Considerable judgment and independent action is exercised.

  • Works with online application software system for applicant tracking and recruitment including posting jobs, screening and processing applications, communicating with applicants, creating reports from system data; maintains Human Resources website and intranet pages; enters, updates and maintains system data and program information in Dayforce and Docuware; reviews data accuracy and completion; maintains confidentiality of program information and data.
  • In conjunction with HR Director and other HR staff members, strives to improve HR recruitment/ selection and performance management practices to reflect, implement and maintain the LC3 culture initiative; researches innovative best practices; creates impact and ROI measurements tied to department goals; evaluates County programs focused on culture, employee engagement, and customer satisfaction; and helps to develop, disseminate and analyze voice of the customer feedback.
  • Coordinates and schedules LC3 University sessions, Learning Institutes, and other training and development sessions and workshops; utilizes policy and learning management software to track attendance and compile session feedback; process evaluations; and maintain and update human resources policies, procedures, product matrix, and county job descriptions. 
  • Assists in the development of new training opportunities and serves as liaison to various County committees which may include Employee Recognition, Employee Development, Health Awareness, and Diversity.
  • Under the direction of the HR Director, serves as department liaison to various LC3 committees and project teams; prepares agendas, takes minutes, assists departments seeking to engage with LC3 and culture growth by providing information and resources; participates in LC3 department Learning Institutes; helps draft action plans and proposals; and coordinates LC3 and employee recognition events. 
  • Coordinates execution of strategic initiatives and special projects for the Human Resources Department and other County departments and prioritizes project timelines and project progress among competing needs and opportunities; and promotes efficiency and effectiveness in local government.
  • Reviews, tracks and processes forms, documents and information related to assigned human resources programs; follows up on missing documentation and required forms; assists in administering and identifying issues related to assigned programs. 
  • Maintains and updates the Human Resources Department webpage information.
  • Performs a variety of human resources functions as needed including answering questions, communicating with employees and other customers, assisting with new employee orientation sessions, helping with recruitment activities, administering testing to applicants, providing instructions related to policies, processes and procedures; and providing backup to the HR Director and other HR staff members. Knows the County’s Customer-Centered Culture principles, the County’s Mission, Strategic Plan and Core Values and demonstrates a commitment to customer satisfaction for all customers on a regular basis. 
  • Knows the products they personally produce and the customers of each product. 
  • Listens to the “Voice of the Customer” and closes gaps between customer expectations and experience whenever possible.
  • Performs other duties of a similar nature and level as assigned.
  • Regular work attendance is required.

Qualifications:

  • Bachelor’s degree is required.
  • Two (2) years of experience as a recruitment or training coordinator, preferably related to organizational culture initiatives and at least three (3) years of experience working in a progressively responsible administrative position required. 
  • Project management and/or implementing organizational culture programs experience is highly desirable.
  • Additional relevant education or directly related experience may count towards minimum qualifications on a year for year basis at the discretion of the hiring manager.
  • Must have knowledge of standard practices, methods and materials of assigned work; basic principles and applications of critical thinking and analysis; basic principles and practices of program administration and coordination; best practices, trends and emerging technologies; basic principles and methods of qualitative and quantitative research; principles and practices of conflict resolution; business math concepts; filing and record-keeping principles; uses and properties of supplies and equipment; applicable federal, state and local laws, codes, regulations (based on assignment); customer service principles; specialized equipment relevant to area of assignment; modern office technology.
  • Must have the ability to provide direction to others in order to meet standards; gather data, analyze findings and applying logic and reason; monitor and report program information and statistics; perform business math computations; exercise confidentiality; author and prepare original reports, documents and presentations; perform basic original research, compile and assemble data; organize tasks, meet deadlines and prioritize competing demands; oversee, organize and maintain records and files; provide attention to detail in assignments; proofread and error correction; interpret and apply applicable laws, codes, regulations and standards (based on assignment); provide customer satisfaction; utilize a computer and relevant software applications; utilize communication and interpersonal skills as applied to interaction with coworkers, supervisors, the general public and others to sufficiently exchange or convey information and to receive work direction.
  • Reports to Human Resources Director.
  • Must pass a County physical examination which includes a drug test after offer of employment.
  • Subject to criminal background and credit history review.
  • Valid Driver’s License required or must have the ability to obtain transportation to attend off-site meetings and trainings.

  • 8 a.m. - 5 p.m., Monday - Friday
