Basic Function: To provide financial and administrative services leadership and management.

Salary and Benefits:  Salary based on experience.  Fringe benefits of Blue Cross/Blue Shield major medical health insurance, eye care, dental, life, and disability insurance.  Retirement benefits as provided by Social Security and IPERS or TIAA.

Maintain all financial records in accordance with the Uniform Accounting Manual and college requirements.
Prepare and submit required financial reports to state and federal agencies.
Provide leadership in the development and administration of the comprehensive college budget; direct the forecast of funds needed for staffing, equipment, materials and supplies; monitor revenues and expenditures; and implement adjustments under authority of the President as required by Board Policy, the Code of Iowa and federal laws.
Prepare and submit informative financial reports to the President as appropriate.
Be responsible for all insurance requirements, risk management, worker's compensation, property, and general liability.
Be responsible for the supervision and evaluation of the Business Services Supervisor.
Maintain financial records and submit appropriate reports to the NIACC Foundation Board. Serve as Treasurer for the NIACC Foundation Board.
Maintain appropriate equipment inventory records.
Advise the President on activities within the Business Office and coordinate communications with legal counsel.
Maintain excellent communications with the Human Resources office, especially those activities that impact the budget.
Provide leadership to facilities management. Coordinate the operations for all facilities purchasing, maintenance, and construction.
Direct the auxiliary enterprises of food service and the bookstore.
Perform other duties as assigned.
The Vice President for Administrative Services must have the ability and mobility to travel throughout the colleges' district and some state and national travel. Availability to work on a basis of "available as work demands: rather than a fixed scheduled" is required. The Vice President must be available to staff as their need demand and will actively promote a positive image for the college district.
Perform in a manner that strengthens the coordination and cooperation of all organizational components of the College, including opportunities for student recruitment.

Qualifications: Demonstrated leadership ability. Baccalaureate Degree in accounting or finance from an accredited college or university required.  Master's degree or CPA preferred.  A minimum of three years experience in financial accounting or auditing.  Highly organized with independent critical thinking skills and ability to work under pressure.  Excellent conceptual planning skills; ability to relate well with other professionals within the college and at other organizations.  Knowledge of and ability to work within continuous process improvement systems.  Demonstrated commitment to shared governance, consensus building, and team approach to management.  Strong human relations and interpersonal communication skills to interact positively with diverse personalities and populations.  Working knowledge of computer software applications, specifically Microsoft Word, Excel, and Outlook.  Ability to learn and develop competency in NIACC's enterprise resource planning system (Ellucian Colleague).
