Conservation Operations Manager

Directly supervises by working with the six employees of “services” to see that the maintenance items and projects are completed. Approves and carries out purchasing of all maintenance items and equipment for the entire department.
ESSENTIAL FUNCTIONS:
  • Schedules and plans work items and projects by fielding phone calls from districts, writing work orders, handling last minute changes, watching the weather, calling contractors and meetings with planner.
  • Supervises employees of “services” by coaching and/or giving directions, assigning work, working with them on job sites or at shop, correcting mistakes, solving problems, disciplining, and writing performance appraisals.
  • Purchases maintenance items and equipment by figuring material lists, writing and sending out bids, talking to vendors, researching and gathering information, arranging pick-up and deliveries, and approving of or giving advice on items.
  • Independently handles other work items and problems for the districts as they arise by managing carpentry, equipment repair, electrical, plumbing, painting, forestry and equipment operation.
  • Knows the County’s Customer-Centered Culture principles, the County’s Mission, Strategic Plan and Core Values and demonstrates them on a regular basis. 
  • Uses the LC3 principles to identify, develop and refine departmental products so they are aligned with the Linn County Strategic Plan and enhance customer satisfaction. 
  • Collaborates with customers to enhance customer satisfaction. 
  • Facilitates capturing the “Voice of the Customer” and uses it to measurably improve departmental performance. 
  • Empower direct reports to close gaps between customer expectations and experience wherever possible. 
  • Performs other duties as assigned; regular work attendance is required.
QUALIFICATIONS:   
  • Associate’s degree in natural resources or a related field required.
  • Over two (2) years of experience in parks or conservation required.
  • Additional relevant education or directly related experience may count towards minimum qualifications on a year 
  • for year basis at the discretion of the hiring manager.
  • CPR and First Aid Certification Required.
  • Reports to the Conservation Director; supervises Carpenters, Equipment Operations, Mechanic and Maintenance Worker.
  • Ability to read plans, blueprints, reference materials, instructions, policies and procedures, administrative materials, and quotations from vendors.
  • Ability to write bids, documentation of work activities, reports for newsletters, documentation of employee performance, writing materials list.
  • Ability to measure and figure materials such as lumber and concrete, figure bids and quotations and calculate budget.
  • Work requires analysis and judgement in accomplishing diversified duties and requires the exercise of independent thinking within the limits of policies, standards and precedents.
  • Responsible for reading and following plans, ordering materials, calling contractors, organizing employees, making sure employees understand the scope and goals for projects, organizing equipment and tools, purchasing equipment and communicating with other county departments.
  • Interpersonal skills for coaching and explaining to employees what jobs have to be completed. 
  • Personal protective equipment including hearing plugs, safety glasses, hard hats, steel toe boots, gloves, chaps, ground fault protection and face shields required. Ability to use computer, all carpentry hand and power tools, all building maintenance tools, bulldozer, backhoe, skid loader, bucket truck, pick-ups, dump trucks, pull trailers, cement finishing hand and power tools, and all mechanical repair tools.
  • Valid Class A Commercial Driver’s License required.
  • Must pass a County physical examination which includes a drug test after offer of employment.
  • Subject to criminal background and credit history review.
