Job Information:

Administers contracts and manages inspection services for major construction activities verifying conformance with contracts, plans, and specifications; performs related work as required.

Considerable leeway is granted for the exercise of independent judgment and initiative.

Position Schedule: Monday-Friday, 7:00a.m.-4:00p.m.

Examples of Essential Duties:
  • Oversees and serves as the City's representative for major construction projects;
  • Administers contracts and budgets for major construction projects;
  • Manages the inspection activities for major construction projects to ensure conformance with plans and specifications;
  • Identifies and coordinates resolution of critical path issues to ensure the timely, cost-effective completion of construction projects;
  • Researches, analyzes, justifies and negotiates contractors' extra work proposals;
  • Supervises the inspection and management of major construction activities and other similar activities as directed;
  • Reviews materials used and construction procedures for adherence to specifications or accepted standards;
  • Inspects construction projects in progress on a daily basis and at completion to assure conformance with plans, specifications and regulations;
  • Reviews plans and specifications to suggest and recommend value engineering items;
  • Negotiates with contractors on proposed changes in methodology or plans; confers with consulting engineer;
  • Observes construction in process for problems or construction failure or hazards to the public or work crews;
  • Takes immediate steps to correct hazards or problems and notify responsible or interested individuals or agencies of hazards and problems;
  • Meets with contractors, architects, engineers or work crews in the field to discuss status of construction projects and to resolve existing hazards and problems;
  • Reviews construction plans and makes field reviews of requests for correction of discrepancies in design;
  • Responds to public requests and complaints concerning scope of work in progress and anticipated completion time frames;
  • Plans, develops, supervises and evaluates the operational processes, procedures and functions of the Engineering Division's Capital Improvement and Public Works construction inspectors;
  • Develops and administers policies and procedures for work activities, projects, plans and programs;
  • Plans, prepares and monitors budgetary activities for Construction Engineering and Capital Improvement construction programs;
  • Coordinates and manages engineering, construction, consulting and Capital Improvement projects;
  • Reviews and monitors construction design standards and recommends engineering improvements for strategic and operational plans;
  • Reviews and approves plans and projects for compliance with federal and state regulatory agency requirements;
  • Performs contract and contractor dispute resolution including representing department interests in mediation, litigation, and negotiation;
  • Coordinates construction projects with other City departments and serves as the department liaison to respond to contracts concerning construction projects and related questions;
  • Researches and responds to public inquiries concerning public works and contracted construction projects;
  • Supervises project performance tests and recommends modifications to design, specifications and materials requirements;
  • Attends meetings, conferences and workshops;
  • Performs all work duties and activities in accordance with City policies, procedures and safety practices;
  • Attends work regularly at the designated place and time;
  • Supports continuous process improvement initiatives;
  • Performs related work as required.

Required Knowledge and Abilities:
  • Comprehensive knowledge of the principles and practices of civil engineering, civil engineering design and construction project management;
  • Comprehensive knowledge of construction and maintenance methods, materials and equipment;
  • Thorough knowledge of construction industry accounting, costing and claim preparation principles, practices and techniques;
  • Thorough knowledge of construction scheduling techniques, critical path schedule administration and the use of schedules to justify or defend construction claims;
  • Thorough knowledge of engineering and construction contract management;
  • Thorough knowledge of survey principles and practices, easement and public right-of-way laws and utility placement and coordination;
  • Thorough knowledge of current applicable federal, state and local laws, rules and regulations for Capital Improvement and construction projects, purchasing, contracting and payments;
  • Ability to exercise mature engineering judgement to accomplish efficient and economical management of Public Works construction projects;
  • Ability to read and interpret engineering designs, blueprints, specifications and contracts;
  • Ability to make complex engineering calculations;
  • Ability to understand contractor cost issues and effectively administer contracts;
  • Ability to train, assign, motivate, supervise and evaluate the work of others;
  • Ability to prepare accurate and reliable reports containing findings, engineering data, as-built specifications, blueprints, complex data, findings and recommendations;
  • Ability to operate a personal computer using program applications appropriate to assigned duties and responsibilities;
  • Ability to work cooperatively and to maintain effective working relationships to accomplish job responsibilities;
  • Ability to quickly learn and put to use new skills and knowledge brought about by rapidly changing information and/or technology;
  • Ingenuity and inventiveness in the performance of assigned tasks.

Acceptable Experience and Training:
  • Graduation from an accredited college or university with a Bachelor's Degree in Civil Engineering, Construction Engineering, Surveying, or other related degree; and
  • Considerable experience in capital improvement construction projects, the administration of major project contracts, and engineering project management; or
  • Any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work.

Required Special Qualifications:
  • Valid Iowa Driver's License. 
  • Licensure as a Professional Engineer in the State of Iowa is preferred.
