Kirkwood Community College is seeking an Elder Rights Specialist who will, under the direction of the Director of Operations Policy, Contracts & Quality, be responsible for addressing the needs of older adults who are at-risk or are victims of abuse, neglect, and exploitation. For the seven county service area, the Elder Rights Specialist will manage multiple resources, assist the person to streamline access to appropriate and necessary services, and ensure the person’s health, safety, and welfare. The Elder Rights Specialist will work in a team environment to support the Heritage care continuum offered through effective coordination, support and appropriate referrals. This position requires a high degree of discretion when discussing issues with individuals seeking assistance, thus sensitive and confidential information must be handled according to specific procedures. This individual must be able to communicate well, work effectively as a team member, prioritize tasks and independently solve problems. This person must also be positive, compassionate, adaptable and helpful under pressure.

ESSENTIAL DUTIES/RESPONSIBILITIES:

•Provide person-centered counseling on private and public funded services and long term care support available to individuals based upon an assessment of their needs, values, and goals
•Network, collaborate and be resource for but not limited to case managers, options counselors, family caregiver specialist, physicians, law enforcement, county attorneys, Iowa Department of Human Services (DHS), domestic violence agencies, long term living facilities, community service providers, CPC’s (Central Points of Coordination) and other program stakeholders
•Advocate for victims of elder abuse with medical personnel, legal system, landlords and other community entities
•Provide initial emotional support to victims of elder abuse and connect with appropriate mental health services to assist with recovery
•Participate in all IDA sponsored elder abuse training or events
•Compete the intake/assessment/intervention plan in accordance with 17 IAC Chapter 15 and IDA’s policies and procedures.  Collect and record data on consultations and information and assistance, as well as other Outcome Measures area required by IDA
•Serve as Options Counselor when needed
•Participate in DHS Multidisciplinary team meeting – if one does not exist, work with DHS to initiate a meeting or develop a client safety team meeting in consultation with IDA. Complete monthly reports.
•Refer all suspected cases of dependent adult abuse to DHS or DIA as appropriate
•Travel as necessary
•Other duties as assigned

MINIMUM QUALIFICATIONS FOR EDUCATION AND EXPERIENCE:

•Bachelor Degree in a human services field and a minimum of four years of experience in a human service or gerontology field.
