ProCircular looking for an experienced professional to serve as Payroll & Benefits Administrator. In this independent role, you will be responsible for conducting multi-state payroll, benefits administration & operations, withholding & unemployment tax compliance, and hiring funding grants. Additional roles will include supporting the Culture & Talent Manager in recruiting and culture efforts. This role reports directly to the Controller.


Prefer candidates local to our HQ in the Iowa City, IA area to work on-site when needed.

This is a mid-level position requiring experience in payroll and benefits administration. Knowledge of the Paychex, Quickbooks, BambooHR, and Ease platforms are a plus. Candidates for this role should be strong public speakers, excellent at building strong professional relationships, display a high degree of ownership, and possess a strong work ethic.


  • Conduct the entire payroll and benefits processes to include onboarding, offboarding of employees, and background checks, daily benefits processing, including enrollments, terminations, and claims.
  • Establishing and setting up tax information in new states, resolving any outstanding issues with current states.
  • Manage changes in payroll and HRIS systems – including raises, promotions, organizational charts, benefit changes, and employee records.
  • Liaise with outside benefit firms to ensure accurate and complete employee records through monthly and periodic reconciliation.
  • Understand business goals and recommend effective HR strategies
  • Drive effective employee relations, retention, and reward programs
  • Evaluate the efficiency and value of current benefit programs and make recommendations for improvement.
  • Maintain and create records, reports, and documentation following federal, state, and provider regulations.
  • Ensure delivery and completion of monthly, annual, and year-end requirements such as W-2s, census reporting, and benefit compliance audits.
  • Research and apply for applicable hiring and funding grants through available federal and state levels.
  • Administer 260E, 260F, and other various hiring and training grant programs.
  • Support Culture and Talent Manager in recruiting and culture initiatives.

  • Graduation from an accredited two-year or four-year college or university in Business Administration, Finance, Accounting, Human Resources, or Business Management is a plus.
  • Federal and multi-state tax law knowledge
  • Previous experience with funding opportunities involving hiring and training credits
  • Proficiency or knowledge of HRIS systems, QuickBooks, or payroll software


  • 2-3 Years of Payroll, Benefits, or Human Resources Administration
  • Proficiency in Microsoft Office Suite (Excel, PowerPoint, Word, Outlook)
  • Knowledge of payroll processes: garnishments, benefit deductions, taxes, FMLA, worker’s compensation, and other processes
  • Must be detail-oriented
  • Possess strong time management skills
  • Understanding of training tools and techniques
  • Ability to work in a professional but fast-paced environment
  • Excellent planning, management, and coordination skills and the ability to work with a variety of learning styles
  • Address knowledge, expertise, and performance gaps with constructive feedback
  • Comfortable with providing and accepting critical feedback.
  • Capable of prioritizing and organizing work efficiently to meet deadlines
  • Strong analytical capabilities.
  • Attention to detail.


Travel Requirements:

Valid driver’s license is required for frequent travel.
