Deputy Auditor - Tax Manager (CPA)

Responsible for and directs the statutory duties relating to the calculation, balancing, and reporting of property valuations and property taxes.  Assists with ensuring compliance with regulations related to the filing and reporting of wages and wage related taxes. Reports to Linn County Auditor. Provides functional supervision to Account Technicians and Real Estate Team. May fill in during the absence of the Deputy Auditor - Accounting and Tax Services.


  • Plans, coordinates, and directs the work related to the valuation and tax processes to ensure that operations and policies are consistent with statutes set forth in the Code of Iowa.
  • Directs the maintenance and reporting of all taxable property in the County by taxing jurisdiction and urban renewal district.
  • Manages and maintains the outstanding TIF area indebtedness required by statute using multiple sets of spreadsheets.  Communicates technical requirements and outstanding balances to the local TIF authorities.
  • Reviews and certifies the budgets of all tax levying bodies in the County. Sets the tax rate necessary to raise the required revenue, verifies legal limitations by fund, and insures sufficient revenue is available for payment of bond issues on file.
  • Determines the consolidated tax levy for each parcel of real property in the County.  Oversees the calculation of the property tax on each parcel, including any applicable credits and exemptions.
  • Directs the preparation of reports which result in revenue to the County and taxing districts through the reimbursement of credits granted to taxpayers.
  • Participates in the development, enhancement, and maintenance of computer applications as they apply to the real estate tax system.
  • Assists to ensure compliance of the reporting of federal and state wage reports and taxes including but not limited to W-2’s, 1099’s, 941, etc.
  • Resolves problems that may arise; answers questions and provides information to various governmental agencies, government officials, attorneys, and members of the public.
  • Creates and maintains complex computer spreadsheets and databases for rate calculation, data analysis, balancing, and reporting.
  • Performs related duties as required.


  • CPA required (must have passed the CPA exam and have either inactive or active status). 
  • Bachelor's degree in accounting or closely related field from an accredited college or university required. 
  • Three (3) years of experience in a related field working with accounting policies and procedures, internal controls, or auditing is required. 
  • Experience working with a county or governmental body desirable.
  • Knowledge of generally accepted accounting principles and government accounting principles. 
  • Ability to prepare technical and informative reports. 
  • Ability to communicate effectively both orally and in writing. 
  • Ability to work effectively with elected officials, managers and other County employees. 
  • Requires the exercise of considerable initiative and independent analytical and evaluative judgment.
  • Must pass a County physical examination, which includes a drug test after offer of employment.
  • Valid Iowa Drivers License or must have ability to procure transportation to offsite meetings and trainings.
  • Subject to credit and criminal history review.
