HOURLY WAGE: New Hire: $31.92  •  90 days: $33.55  •  1 year: $35.33  •  2 years: $37.22  •  3 years: $39.25

This is a professional-level position responsible for the development, implementation and review of financial management procedures for all elected officials and department heads. This position also assists with managing software implementation projects, financial statement preparation, and the compilation and review of audit documentation for federal grants and awards. Provides training or assistance to elected officials and department heads as necessary to assure compliance with GAAP. Establishes policies and procedures to encourage and facilitate the reporting of fraud or abuse. Prepares highly complex and diversified financial reports requiring comprehensive knowledge and independent application of GAAP. Considerable knowledge of federal, state, and county rules and regulations, including Uniform Guidance for federal awards.  Employees in this class are responsible for preparing and analyzing various financial and budgetary reports. Knows the County’s Customer-Centered Culture principles, the County’s Mission, Strategic Plan and Core Values and demonstrates a commitment to customer satisfaction for all customers on a regular basis. Develops and reviews accounting procedures for elected officials and department heads.  Participates in the management and oversight of countywide policies and procedures.  Monitors and expresses opinions on the adequacy and effectiveness of internal controls.  Assists with annual external audit of the financial statements and federal award compliance. Recommends financial system process improvements to prevent the occurrence of fraud. Provides technical accounting guidance to elected officials and department heads. Assists with implementation of new GASB requirements. Assists in preparation of the Comprehensive Annual Financial Report. Assists in preparation of the annual Budget Document. Prepares highly complex and diversified financial reports. Knows the products they personally produce and the customers of each product.  Listens to the “Voice of the Customer “and closes gaps between customer expectations and experience whenever possible. Performs all other related duties as assigned.


  • Bachelor’s degree in accounting from an accredited college or university required.
  • A minimum of three (3) years of recent experience in a related field working with accounting policies and procedures, internal controls, grant management or auditing is required.
  • Certified Public Accountant or equivalent combination of governmental audit experience and training which provides the required knowledge, skills and abilities to perform the duties may be considered.
  • Comprehensive understanding of Generally Accepted Accounting Principles, Governmental Accounting Standards Board pronouncements and the Code of Iowa, as it relates to county finances.
  • Thorough knowledge of internal auditing in government and the structure and procedures involved in various departments within County government.
  • . Knowledge and ability to prepare schedules for financial statements and compilation of supporting data.
  • Must pass a County physical examination which includes a drug test after offer of employment. May be subject to criminal review. Regular work attendance required.

SHIFT: 8:00 a.m. – 5:00 p.m. Monday – Friday
