The Controller is responsible to develop, implement, and maintain agency financial policies and procedures.  The controller will oversee Payroll, Accounts Receivable, and Accounts Payable for all programs. The controller is also responsible for auditing regulatory and compliance issues.  The controller will assist in grant planning and forecasting throughout the organization.  This position works with many different functional areas and levels within the organization and maintains effective relationships with both internal and external clients.
  1. Guide financial decisions by establishing, monitoring, and enforcing policies and procedures.
  2. Develop financial statements, including income, balance, and cash flow statements.
  3. Plan, direct, and coordinate all accounting functions.
  4. Develop and issue timely monthly financial records for Management & Board of Directors.
  5. Provide oversight of investment reserve.
  6. Complete necessary journal entries for month end and year end reporting.
  7. Backup Point person for Electronic Medical Records/Billing systems for our 3rd party biller.
  8. Supervise and support the accounting and billing functions of the organization.
  9. Work closely with department heads pertaining to department budgets, reporting for program development, grants, and auditors.
  10. Cross train and provide support and backup for our payroll accountant. 
  11. Be a contact person and facilitate audits.
  12. Assist in developing grant budgets. Prepare monthly and annual reports for grants.
  13. Administration of W2s, and compliance with government reporting regulations.
  14. Develop and maintain billing system.
  15. Develop, recommend, and oversee the limits and procedures for authorizing expenditures (as approved by the Board of Directors).
  16. Prepare special reports and research related projects as designated by management.
  17. Review all insurance policies and contracts annually and according to due date.

The Controller requires a BA in accounting, business administration, or similar field of study and five years relevant accounting experience. Experience with QuickBooks is preferred.  Experience with Electronic Health Record system in a Behavioral Health setting is helpful.  Knowledge of medical insurance claims, Medicaid procedures, Medicare procedures, medical technology, billing procedures and records maintenance skills.  Track record of success in a finance department of a fast paced, growing enterprise.  Proven ability to understand major cost and revenue drivers and recommend strategies to solve budget deficiencies.
The Controller will meet with the Chief Executive Officer on a regular basis.
The Controller requires a demonstrated knowledge of generally accepted governmental accounting principles (GAAP) and basic applications of computerized financial accounting.  Ability to maintain and analyze accounts, prepare accounting statements, reports, and other records as needed.  Ability to utilize written manuals, guides, regulations, and other guides. Must possess the ability to maintain a positive consistent attitude in working with staff and clients while addressing issues in an open and honest manner.  The Controller creates vision and strategic plan for the finance department and accepts responsibility for the timeliness and accuracy of financial reports.
